Technology, regulation and people — that intersection is where I work.
NIYA Consultancy & Advies is the practice of Mohamed Chilh. For over ten years I have worked at the intersection of IT, organisation and government — from process improvement and project management to the development of AI-supported decision-making within central government.

Two experiences shape how I look at AI. At the CIZ I worked on the Decision Advisory System — AI that supports professionals in decisions that directly affect citizens. And at the Ministry of Justice and Security I advised on NL-ITX, the national Track & Trace system of the closed cannabis supply-chain experiment. In both, technology was ultimately the smallest problem: the difference was in explainability, care, and the people who have to carry it.
That is why NIYA does both sides: we analyse AI for risk, regulation and ethics — and we implement until it works. That sounds obvious; in the market it is not. Legal firms do not implement, implementation parties know the regulation only superficially. NIYA sits exactly in between.
