Business, IT and people — that intersection is where I work.
NIYA Consultancy & Advies is the practice of Mohamed Chilh. For over ten years I have worked at the intersection of business, IT and government — from business analysis, information management and project management to implementation, functional management and responsible AI. Much of it within central government.
My career began in advisory: as a senior IT auditor at PwC I learned to assess organisations on risk, information security and privacy — the risk-oriented lens that characterises NIYA today. My focus then shifted to making software actually work: as a consultant, implementation and project lead at ChipSoft, ValueCare and e-Wings I rolled out healthcare and business software — from design and configuration to training and management. At Alphabet (BMW Group) I translated business processes into data-driven steering with Business Intelligence.
Since 2023 I have advised as a strategic IV/IT policy advisor at the CIZ on digital transformation and responsible AI — including the Decision Advisory System (BAS). That combination of audit and risk, software implementation and strategic advice is rare: I speak the language of both the boardroom and the development team. I hold an MSc in Health Economics, Policy & Law and a BSc in Health Sciences from Erasmus University Rotterdam.

Two government engagements typify my work. At the CIZ I worked on the Decision Advisory System — business analysis and functional design for decisions that directly affect citizens. And at the Ministry of Justice and Security I advised on NL-ITX, the national Track & Trace system: chain and information analysis, design and implementation. In both, technology was ultimately the smallest problem — the difference was in analysis, explainability and the people who have to carry it.
That is why NIYA does the whole chain: from business analysis and information management to implementation, functional management and responsible AI — in one hand.
